You see even the smallest babies riding on the scooters without helmets.
Some scooters even have chairs rigged up for the little riders.

I'm about to become one of those people. I'm bolting a huge cooler on to the back of my 150cc scooter so I can take an 800 mile trip on it :) I'll send you a picture.
